OK. If you're attempting to connect while in your LAN, don't use the external IP you get from "whatsmyipaddress.com". You need your Windows 7 machine IP address. Usually, if you hover the mouse over the VNC server icon in the notification area, you will get the IP address. It will probably be in the form of 192.168.0.x or 192.168.1.x.
What VNC server did you install? (UltraVNC, tightVNC?)
