Win XP volume control macro programming

I'm trying to program two macros to control changing the sound volume on my Windows XP machine with Sound Volume Hotkeys. I need one macro to be holding the Windows Key + down arrow, and the other to be holding the Windows key + up arrow. When I try to record those in the macro editor, it doesn't seem to properly record holding down the windows key.

Any advice?

Alternately, does anyone have an alternate solution of controlling the volume in Win XP without clicking the actual volume control in the task bar?
