Cannot connect outside of remote computer's network

Hi,

I have been able to connect to my home computer while my iPad is on the same wifi network, but not when I am working on another wifi network or using my cell phone as a hot spot. It tells me it is unable to connect to server.

Any ideas what is wrong?
