Remote cursor and mouse AND WOL fxn

Using VNC REMOTER on iPad model 2, iOS 6.2.1 to control headless windows 7 pc with TightVNC. Works fine, reliable, etc
1). Would like to use a wireless USB Mouse on the pc. When set up I can get right and left buttons to work but no cursor seen and scroll wheel does not work. Can I configure to allow remote mouse to work?
2) when evoking Remoter, I need to wake up a pc on the network. Can this be done automatically?
